Taxi entrepreneur training
To start a taxi business you need a taxi transport licence. The applicant or the person responsible for the transport must complete at least 21 hours of entrepreneur training and pass the entrepreneur exam.
Four steps to a taxi business
- Set up a company and get a business ID.
- Complete the taxi entrepreneur training, at least 21 hours.
- Pass the entrepreneur exam.
- Apply for a taxi transport licence from Traficom.
If you drive yourself, you also need a taxi driver licence. You do not need the training and the exam if you held a taxi licence valid on 1 August 2007 or were the person responsible for its transport.
Entrepreneur exam
You can take the exam only after the entrepreneur training. The exam has 50 questions and a time limit of 120 minutes. You pass with at least 38 correct answers and at least the number shown in the table for each topic.

Taxi transport licence
The licence is company-specific and valid for 10 years. An electronic application costs 290 euros. Traficom requires, among other things, a good reputation, that financial obligations are met and that the company is established in Finland. The vehicle is registered for licensed use.
